The company began in 1970 as Pennsylvania Fashions Inc., later rebranding as rue21 in 2002. Over the following decades, rue21 built a substantial national presence, becoming known for its accessible pricing and fast fashion approach. By the mid-2010s, the brand operated more than 1,100 stores, primarily located in shopping malls and lifestyle centers across the United States.

A notable milestone in rue21’s history was its rapid expansion, which made it one of the largest youth-oriented fashion chains in the country.
